On July 21, 2026, the State Duma of Russia passed a significant law regulating the country's crypto market, paving the way for a more structured approach to digital assets. The legislation introduces a framework for both institutional and retail investors, allowing companies to utilize digital tokens to effectively navigate global trade challenges and sanctions.
Under the new regulations, non-qualified retail investors in Russia will be subject to an annual purchase cap of 300,000 rubles, roughly equivalent to $3,800. This limit is aimed at controlling the exposure of ordinary citizens to the volatile cryptocurrency market, while simultaneously encouraging regulated trading practices. However, despite these advancements, consumers will still be unable to use cryptocurrencies like Bitcoin for everyday purchases, such as groceries.
The bill now awaits President Vladimir Putin's approval to come into effect. If signed, it will mark a fundamental shift in Russia's stance toward cryptocurrencies, integrating them into the nation's economy within a controlled and monitored framework.
